Would Neanderthal man in southern Europe have routinely worn clothes?

There are still societies dotted around the world today were the wearing of clothes is not deemed to be normal. Neanderthal man lived all across Europe right down to the southern tip of Spain. Would the wearing of clothes have been normal to them in that region? It is quite warm there now, but what was the temperature like on the Iberian Peninsula back then?
