How would you punish the girl that threw the puppies in the river?

Im sure youve seen the video as it has hit the internet all over. Its a very disturbing video of a girl in a red hoodie throwing six newborn puppies into a river mercilessly and laughing about it. Cruelty at its worse. Now bosnian police have just captured and all theyre going to do is slap on some hefty fines but personally i dont think its enough so what would you guys do?
