Child Abuse?

I have a close friend who is now in his mid40ies. His was ually abused by his brother several times in his early teen years (between the age of 10 and 13) while the brother is 4 years older than him putting him between the age of 14 and 17 years at the time. The brothers are estranged and have always been for many reasons other than the abuse that happened. The victim has always been an angry person ...maybe it's just his character and the brother is and was a y, pretentious A*******! Do you think that after 35 years the brother should be accountable for what he did to him? He is now married and has been for 20 year and has 2 daughters. Would it be spiteful and vengeful on the victims part to press the charges because of family problems they've had over the years or regardless what their differences are he should be brought in front of the law anyway? Serious opinions please. Thanks.
