Who do Republicans think is responsible for the protection of the environment?

I'm writing a speech on what governmental parties believe about the protection of the environment. So far I've found out that Democrats believe in global warming but Republicans mostly deny that idea. Who do they think should protect the environment? What are their thoughts on environmental issues?
