Selling condo but FHA wont let buyer buy it due to new rules?

I am selling my condo and have an interested buyer but because over 15% of units are in arrears with their ociation dues (I am not in arrears). With the new legislation that took affect on February 1st that eliminated the spot checks for FHA I was curious if there are any loopholes or exceptions that will allow me to sell my condo through FHA.
